Meski begitu, pendapat demikian sempat dibantah oleh Lodewijk Petram. Penulis buku The World’s First Stock Exchange (2014) ini mengatakan, nilai VOC tak sebesar itu dan hanya US$ 1 Miliar, sekalipun dia juga tak menampik kalau itu nilai sangat besar pada masanya.
Sayang, akselerasi kejayaan VOC harus mengalami kemunduran pada dekade kedua abad ke-18. Sejarawan Ricklefs dalam Sejarah Indonesia Modern (2009) menulis, kemunduran terjadi akibat buruknya tata kelola keuangan di tubuh VOC.
Sejak tahun 1700-an, VOC melakukan ekspansi wilayah lewat berbagai perang. Lalu, ketika perang usai, mereka juga harus membuat kantor perwakilan dengan tujuan pengawasan. Semua ini jelas mengeluarkan uang banyak. Masalahnya, uang tersebut jadi ladang korupsi para pegawai, baik itu orang Belanda atau pribumi, di daerah.
Sejarawan C.R Boxer dalam Jan Kompeni (1983) menyebut, Masalah korupsi juga terjadi ketika mereka menyetor uang ke kas perusahaan. Lazimnya, mereka menyunat uang untuk dialihkan ke kantong pribadi.
