Bank Indonesia (BI), Otoritas Jasa Keuangan (OJK) beserta Bursa Efek Indonesia (BEI) resmi meluncurkan lembaga baru bernama Central Counterparty (CCP) pada hari ini, Senin (30/9/2024). Peluncuran ini disertai 8 bank yang menjadi peserta dan penyetor modal awal CCP.
Peluncuran ini dihadiri oleh Gubernur BI Perry Warjiyo, Deputi Gubernur Senior Destry Damayanti, Ketua DK OJK Mahendra Siregar, Ketua DK LPS Purbaya Yudhi Sadewa serta Wakil Menteri BUMN Kartiko Wirjoatmojo dan jajaran petinggi perbankan Tanah Air a.l. Dirut BCA Jahja Setiatmadja, Dirut BRI Sunarso dan lainnya.
Gubernur BI Perry Warjiyo mengungkapkan CCP adalah satu legasi yang menunjukkan bahwa bersama kita bisa melakukan pendalaman pasar uang dan valas derivatif dalam negeri. Padahal sejak krisis keuangan global, Indonesia tidak memiliki CCP SBNT secara close out netting.
“Hari ini insyallah beroperasi CCP SBNT…Ini adalah legasi, mari kita hadiahkan kepada masyarakat kita,” ungkap Perry, dalam acara tersebut, Senin (30/9/2024).
“Ini juga bagian dari implementasi strategi pengembangan dan pendalaman pasar keuangan yang kita rumuskan melalui KKSK,” ujar Perry. Bagi BI, ini sekaligus perwujudan blue print pendalaman dan penguatan pasar uang.
Dengan CCP, Perry mengungkapkan risiko transaksi pasar valas dan uang yang OTC menjadi tersentralisasi. “Karena tersentralisasi dengan close out netting, maka risiko antar partynya bisa kita minimalkan. Ini menjadi credit risknya yang sangat tinggi,” katanya.
CCP adalah lembaga bertindak sebagai lembaga yang menjalankan kliring dan pembaruan utang (novasi) bagi transaksi anggotanya. Dalam melakukan novasi, CCP menempatkan dirinya di antara para pihak yang melakukan transaksi guna memitigasi risiko kredit lawan transaksinya, risiko likuiditas, dan risiko pasar terhadap pergerakan harga di pasar.
Adapun, pembentukan CCP ini merupakan amanat Undang-Undang Nomor 4 Tahun 2023 tentang Pengembangan dan Penguatan Sektor Keuangan (P2SK), serta amanat Financial Stability Board G20 kepada para anggotanya.
BI sebelumnya menekankan empat manfaat kehadiran CCP di Indonesia bagi Indonesia. Pertama, meningkatkan volume transaksi pasar uang dan pasar valas. Kedua, menekan risiko kredit dan ketiga, pembentukan harga atau suku bunga yang lebih tinggi. Terakhir, CCP dapar menekan biaya utang pemerintah.
BI telah mengandeng PT Bursa Efek Indonesia (BEI), PT Kliring Penjaminan Efek Indonesia (KPEI) serta 8 bank yaitu Mandiri, BRI, BNI, BCA, CIMB Niaga, Danamon, Maybank, dan Permata dalam CCP ini. Pihak-pihak ini telah menyepakati pengembangan Central Counterparty (CCP) di Pasar Uang dan Pasar Valuta Asing (PUVA) pada Agustus lalu.
Ketua DK OJK Mahendra Siregar menegaskan OJK mendukung penuh penyertaan modal yang dilakukan oleh delapan bank di Indonesia terhadap PT Kliring Penjaminan Efek Indonesia (KPEI) sebagai CCP.
“Dengan penyertaan modal oleh Bank Indonesia, BEI, juga diharapkan memperkuat pengembangan CCP sehingga meningkatkan market confidence dan trust,” ujarnya.
OJK, menurut Mahendra, telah melakukan koordinasi implementasi CCP dengan BI, BEI dan KPEI untuk memastikan sinkronisasinya dengan aturan baku di internasional. OJK juga menyiapkan mengenai aturan perubahan POJK mengenai kewajiban permodalan bank umum serta menerbitkan beberapa surat edaran, a.l. persyaratan margin untuk transaksi derivatives yang tidak dikliringkan dan perhitungan permodalan eksposure bank terhadap CCP.
“Ketiga aturan OJK itu untuk mendukung OTC derivatives reform termasuk implementasi transaksi melalu CCP,” tegasnya.
