Oleh karena itu, dia menilai semua aspek harus dilihat secara keseluruhan. Misalnya, jika saat ini banyak investasi asing di sektor hilirisasi, mungkin lapangan kerjanya ada di area ini. Kondisi berbeda terjadi di industri labor intensive seperti alas kaki, tekstil, garmen, yang dulu memang menjadi area penciptaan kesempatan kerja.
